Case Studies

Five engagements across the charter lifecycle.

From idea to approval to launch

I guided a founding board and leadership team through the full lifecycle of a new charter school, beginning with vision and values, a gap analysis, and a community needs assessment. From there, we designed the academic and organizational model, theory of change, and logic model, refining it through iterative drafting and stakeholder engagement into a successful charter application. After approval, I supported facility identification, leader and staff recruitment, and student/family outreach, then advised on progress monitoring, board routines, and early program adjustments.

Result: a school that opened with credibility and community trust, equipped with governance and data systems to sustain continuous improvement.

Baltimore and D.C. turnaround partnerships

As Deputy Chief of Strategic Planning and Expansion at the largest charter CMO in D.C., I led business development and authored the charter applications, proposals, and external-facing documentation behind two district-invited turnarounds: the Baltimore Restart partnership, taking over persistently low-performing schools, and the Anacostia High School transformation, a flagship D.C. charter-district partnership. I worked closely with authorizers, district leadership, and school-based teams to align facilities, staffing, and enrollment strategy behind a single growth plan across both cities.

Result: the Baltimore Restart partnership grew from 2 schools to 4 and 400 students to 3,000 in three years, and Friendship became a national reference point for turnaround-and-expand district partnerships in both Baltimore and D.C.

From bottom-tier law to the nation's #1-ranked charter law

When I became Executive Director of the Nevada State Public Charter School Authority, the existing plan emphasized growth and compliance over outcomes. I worked with staff, school leaders, boards, and advocates to author and pass SB 509 and AB 49 — bipartisan legislation that took Nevada's charter law from bottom-tier to nationally ranked #1 by NACSA — while embedding equity into enrollment and accountability practice, after stakeholder engagement highlighted disparities in access for low-income students, English learners, and students with disabilities.

Result: in four years, the SPCSA's portfolio grew by more than 28,000 students and 4- and 5-star rated seats doubled, while the Authority secured Nevada's first federal Charter Schools Program grant in over a decade ($16.5M) — proof that growth and equity could scale together, not trade off.

Chief-of-staff-style stabilization in transition

In a confidential engagement, I served in a de facto "chief of staff" role for a nonprofit navigating leadership transition and strategic planning simultaneously — creating backwards-mapped data systems, aligning board governance routines with strategic priorities, and keeping leadership time focused on progress monitoring rather than operational minutiae.

Result: a smoother leadership handoff, stronger staff alignment, and a board more capable of stewarding mission and strategy.

The first charter school on a U.S. military base

Early in my career, I co-authored and project-managed the proposal for Belle Chasse Academy, working with military families, base leadership, and state officials to design a public school inside a policy environment that had no template yet — including the state law changes needed to make the partnership possible.

Result: Belle Chasse Academy opened as the first charter school on a U.S. military base and scored the highest rating of any charter application in Louisiana history at the time.
